Emergency Repair Program

The Emergency Repair Program helps income-qualified homeowners replace broken water heaters and furnaces.

  • Household must meet all program and income eligibility requirements
  • Household must go through an inspection and meet all property codes.
  • Must have owned home for at least one year.
  • The following properties are ineligible:
    • Households that have received Emergency Repair or Roof Repair assistance from the City of Peoria within the last five years
    • Rental properties
    • Properties being purchased contract for deed

Total household income must be at or below the following limits:

  • 1-person household: $29,900
  • 2-person household: $34,150
  • 3-person household: $38,400
  • 4-person household: $42,650
  • 5-person household: $46,100
  • 6-person household: $49,500
  • 7-person household: $52,900
  • 8-person household: $56,300

Down Payment Assistance Program

The Down Payment Assistance Program provides homebuyers within Qualifying Census Tracts (QCTs) down payment assistance of either $5,000 or up to 10% of the purchase price of a single family home. The homebuyer must own and live in the home for at least two years after the closing. The City of Peoria will provide the down payment assistance directly to the closing company or the closing attorney.

East Village TIF Housing Program

The East Village TIF Housing Program is a 50/50 match grant program that provides up to $15,000 of assistance to homeowners and landlords of single-family residential properties within the boundaries of the East Village Growth Cell. The grant must be used for exterior building and site improvements to the outside of the home.

Homeowner Housing Rehabilitation Program

The Housing Rehabilitation Program is a two-year 50/50 match grant program that provides between $3,000 to $15,000 to income-qualified homeowners of single-family properties within Qualifying Census Tracts. The grant must be used for exterior building and site improvements to the outside of the home.

All applicants must meet all the following eligibility requirements:

  • Must live in the City of Peoria.
  • Must have current homeowners insurance
  • Must be at or below 120% of the area median income (AMI) by household size
  • Cannot owe the City any outstanding debt
  • Cannot have any outstanding code violations
  • Must be current on property taxes
  • Must live within a Qualified Census Tract

To use a contractor not already approved, they will have to fill out a 31-22-ARPA-Housing-Rehabilitation-Program-RFQ-FILLABLE_1667919206.pdf Request for Qualifications form.

    • 2 person household: $73,320
    • 3 person household: $82,440
    • 4 person household: $91,560
    • 5 person household: $99,000
    • 6 person household: $106,320
    • 7 person household: $113,640
    • 8 person household: $120,960
