Streets are a vital part of livable, attractive communities. All people ought to have safe, comfortable, and convenient access to community destinations and public places–whether walking, driving, bicycling, moving actively with assistive devices, or taking public transportation. Unfortunately, too many of our streets prioritize vehicle transportation over walking and bicycling.

“Complete streets are streets for everyone. No matter who they are or how they travel.”

Definition of complete streets. “Complete streets” means streets that are designed and operated to enable safe access for all users, in that pedestrians, bicyclists, motorists and public transportation users of all ages and abilities are able to safely move along and across a street.

A Complete Streets approach integrates people and places in the planning, design, construction, operation, and maintenance of our transportation networks. This helps to ensure streets put safety over speed, balance the needs of different modes, and support local land uses, economies, cultures, and natural environments.

The city of Peoria adopted a Complete Streets Policy in October 2015. The policy promotes the enablement of safe access for all users, in that pedestrians, bicyclists, motorists and public transportation users of all ages and abilities are able to safely move along and across a street. The policy declares, “The city shall develop a safe, reliable, efficient, integrated and connected multimodal transportation system that will promote access, mobility and health for all users, and will provide for the safety and convenience of all users of the transportation system, including pedestrians, bicyclists, users of mass transit, people of all ages and abilities, motorists, emergency responders, freight providers and adjacent land users.”
