(PEORIA, IL) Wednesday, August 23, 2023, at approximately 2:27 a.m. Peoria Police observed three adult males wearing ski masks and acting suspiciously at the intersection of Gilbert and Institute.
When officers approached the males one fled southbound on foot. The remaining two suspects stayed on the scene. One of the suspects on the scene had a backpack that contained
burglary tools and gloves.
The fleeing suspect identified as 19-year-old Rayland Drain surrendered to police a short time later without incident.
During a search of Drain’s flight path officers located a ski mask, gloves, and a loaded firearm.
Drain was arrested for Resisting Police and Aggravated Unlawful Use of a Weapon.
The suspect on the scene identified as 20-year-old Isiah Abner was arrested for Possession of Burglary Tools.
The third suspect was released without charge.
Both Drain and Abner were transported to the Peoria County Jail.
