Statement from Mayor Rita Ali Regarding the Par-A-Dice Casino Modified Redevelopment Plan

City of Peoria | All News Posted on February 05, 2026

Today, at the February meeting of the Illinois Gaming Board, representatives from Boyd Gaming presented a new plan for their proposed redevelopment project for East Peoria.  Rather than creating a structure that would sit over a small “bladder” of water, the new plan proposed a permanently moored barge that would sit on the Illinois River.  This sudden change came as a surprise to the city, and our outside counsel requested the board allow extra time for the City of Peoria to review.

Following a closed meeting discussion, the Illinois Gaming Board reconvened and decided to delay voting on the Boyd Gaming Par-A-Dice Casino redevelopment plans.  Stating that they have additional questions, the board indicated they will convene a special meeting in about three weeks to take up the matter.

During this time, the city will request more detailed information from Boyd Gaming regarding the modified development plan and determine if the new plan is compliant with state law and intent. Following the regular City Council meeting, scheduled for Tuesday, February 9th, the Council, along with Corporation Counsel, will hold a closed session to discuss the matter.
