East Village Growth Cell TIF Housing Program

The East Village Growth Cell Tax Increment Financing District (TIF) Housing Program helps property owners in the East Bluff neighborhood to make improvements to the outside of their homes. Homeowners and landlords can apply. 

This program offers matching grants for eligible projects, with specific guidelines for owner-occupied and non-owner-occupied properties. You can view a list of approved contractors here. 

Program Requirements

  • Property must be within the boundary of the East Village Growth Cell TIF
  • Must own the property
  • Must have proof of homeowners insurance
  • Cannot owe the City any money
  • Must be current on property taxes
  • Landlords who apply cannot owe any money or have any code violations at any of their properties within the City of Peoria

    You must own the home to apply for the program.
