Emergency Solutions Grant (ESG)

The City of Peoria receives Emergency Solutions Grant (ESG) funding each year from the U.S. Department of Housing and Urban Development (HUD). These funds are used to support activities that assist individuals experiencing homelessness or to prevent individuals from becoming homeless near homeless. Applications are reviewed by the CoC Governing Board Members (PDF) of the Home for All Continuum of Care. The Board then makes recommended funding options to City Council for their approval.

2026/2027 Application Period

The 2026/2027 Emergency Solutions Grant (ESG) application will be open from Tuesday, September 2, 2025 at 8:00 AM to Friday, October 3 at 2:00 PM for nonprofit organizations serving individuals experiencing homelessness. All applications must be submitted online through the City of Peoria's Neighborly Software portal.

Additional Resources

If selected for funding, subrecipients will be required to submit quarterly reports through their Neighborly Software portal. These reports should include:

  • Cover Letter
  • Staff Time Allocations (if applicable)
  • Disbursement Register
    • Current Quarter
    • Overall Request for Reimbursement
  • Financial Backup Documentation/Proof of Expenses
  • Accomplishments

A report training will be provided prior to the first report due date and a recording will be posted here.

All programs receiving ESG funding are subject to monitoring by the City of Peoria. Organizations should ensure that they have all of the required documents and protocols included in this Monitoring Checklist (DOCX). The checklist is subject to change.
